Jason R. Testa - COO & Chairman
Jason holds an MBA from Drexel University and is actively serving the US Marines with nearly 30 years of service. He is currently employed by a Department of Defense support contractor where he applies his experience managing and executing large ($500M+) programs. Similar to his role with Treasured Pets, Jay engages with stakeholders and decision-makers across the federal government while executing diverse responsibilities and duties.

George J. "Gino" Bianchi - CEO & Vice Chairman
George holds a Master of Management (MM) from the University of Phoenix. He has established and managed several successful for-profit companies, served in middle and upper management for large firms, and has experience with diverse products and services. Gino is skilled in various technologies, e.g., data compression, polymers, and computing, and is proficient in all business elements.

Anthony J. Laughlin - CCO & Director
Anthony currently serves as a Director and will eventually serve as the organization's Chief Compliance Officer (CCO). Tony is a retired Pinellas County deputy who served for 20 years and functioned as Florida's lead sniper on various county and Florida state SWAT teams along with the Pinellas County SWAT unit for 12 years. Anthony has also worked with federal law enforcement agencies such as the FBI, ATF, and DEA.

Mahmud Ahmed - Volunteer Coordinator
Mahmud Ahmed is based in Kano, Nigeria. He holds a Bachelor of Science in Business Administration and is pursuing a Masters in International Relations. With over 8 years of experience in the nonprofit sector, Mahmud has functioned proficiently as an HR Coordinator, Director of Volunteer Services, and HR Manager with five nonprofit organizations in the USA.

Kimberly Backman - CLO & General Counsel
Kim is an attorney who, among other things, fights for the rights of our treasured furry family members. Kim graduated summa cum laude from Lewis & Clark Law School, where she received her Master of Laws in Animal Law degree. Before that time, she graduated with a Juris Doctor from DePaul University College of Law. The founder of LeBac Law, P.C., Kim is compassionate, caring, aggressive, and knowledgeable about the nonprofit industry, specifically in the animal welfare segment.

Derek L. Melber - Director of IT & CTO
Derek has over thirty years of computer-related experience including evangelism, consulting, training, professional speaking, technical sales and marketing, IT management, network administration, technology solutions development, product development and management, and certification preparation. His experience includes consulting, speaking, and marketing in over 25 countries on various topics from security to cloud platforms.

Elizabeth (Liz) Silberman - Advocacy Committee Chair
Liz is VP of Operations at America’s finest all-inclusive canine resort and spa, PUPS Pet Club. Liz also spent 5 years as a Store Leader and Regional Pet Training Instructor with America’s leading pet supply and services company, PetSmart. Elizabeth holds many certifications including CBCC-KA Certified Behavior Consultant- Canine, FEMA Animal Emergency Certification, and Sniffspot’s 2023 Best Positive Reinforcement Dog Trainer–Illinois & Chicago.

Steve Stroud - Director of Strategy and Innovation
Steve currently serves as CEO/COO of the Bohemian Group and Executive Vice President/PMO of Smith Micro Inc. Steve has managed and been responsible for some of the largest projects for a few of the largest companies in the US, including the City of Phoenix and New York City, AT&T, Verizon, T-Mobile, Dish, Halliburton, and Eli Lilly. Steve founded and grew his tech consultancy firm Bohemian Group to $31M and 72 staff then merged with five firms in four states to expand its reach and led enterprise-level initiatives involving IBM, SAP, Oracle, and Amadeus solutions.

Frank Krebs - Secretary & Compliance Director
Frank has 40+ years of management experience with the federal government where he served as a Contracts Program Manager for 20 years with the U.S. Department of Education. While with the USDOE, Frank played a major role in acquiring the first-ever award for a competitive, performance-based US government contractor. After retiring from the government sector, Frank went on to lead a successful career in the private sector, working with federal contractors such as Raytheon, General Dynamics, and Xerox. Frank currently works part-time for a small consulting company in Florida and serves as a customer service leader with the Tampa Bay Rays MLB team.

Scott N. Feinberg - CFO & Treasurer
Scott earned his Master of Science in Finance from Georgetown University. He has also studied at Bentley University, Royal Melbourne Institute of Technology (RMIT), Investment Banking Institute NY, and Fitch Learning Investment Banking and Capital Markets. Mr. Feinberg was a financial analyst for the Royal Bank of Scotland and Mizuho Securities, USA. From there, Scott moved on to Capital One Securities where is was Vice President of Equity Capital Markets. After five years with Capital One, he moved on to Nomura Securities International where he served as Executive Director of Equity Capital Markets & Solutions. In 2023, Scott founded Capital Advisors, a firm that helps companies raise funds and provides marketing and investor relations services.

Dr. Michael Tajmir DVM
Dr. Michael Tajmir attended Ross University School of Veterinary Medicine on the island of St. Kitts and completed his clinical year at the University of Florida. During his first year as a veterinarian, Dr. Tajmir worked in emergency medicine and moved to general practice for the following eight years, working throughout Florida. Dr. Tajmir’s interests include internal medicine, soft tissue surgery, dentistry, dermatology, and ophthalmology, but he has an overall appreciation and passion for all facets of veterinary medicine. Treasured Pets is proud to partner with Dr. Michael Tajmir and the East Coast Animal Hospital.
